Study «Travel Behaviour of Latvian Diaspora in Latvia»

Information about the processing of personal data

With this informative material we would like to inform you about the kind of personal data that the Institute of Philosophy and Sociology, University of Latvia, obtains via an online survey within the frame of this research study and how this data is processed for the purpose of research and statistical analysis.

1. What is the aim of the survey?

The aim of the study is to identify the travel habits of Latvian nationals and their descendants when travelling to Latvia and to analyse usage trends of tourist services in Latvia.

2. Will the University of Latvia be processing personal data in this study?

With your consent we will be provided with your contact information — email address or other contact information provided by you. This information will be stored completely separately from your answers and will not be directly associated with them.

The research survey will include questions about the gender, age, occupational status and travel motivations and behaviour in Latvia.

3. How does the University of Latvia obtain research data?

We invite you and other respondents to complete the online survey. The study will only include respondents who have explicitly consented to their data being used. Your participation in this research is completely voluntary and will not incur any financial obligation or have any adverse effects.

At any time you have the right to choose not to continue taking part in this research. You may at any time withdraw your consent to use your data by contacting the University of Latvia Centre for Diaspora and Migration Research that is responsible for the research or by contacting the personal data protection specialist at the University of Latvia. In this case your data will be deleted and excluded from any further analysis as part of the study.

4. Who is responsible for data processing in this research study?

Controller and contact information:

University of Latvia, Reg. No. 3341000218, Raiņa bulv. 19, Rīga, LV1586, phone 670 34444, email adress: lu@lu.lv. To contact the LU data protection expert, please write to: datu.specialisti@lu.lv

Responsible Authority:

University of Latvia Institute of Philosophy and Sociology, email address: fsi@lza.lv

Processor:

The recording of survey data will be carried out by the Institute of Philosophy and sociology, University of Latvia.

Data processing is required to complete scientific research and is conducted with the consent of the data subject (Regulation (EU) 2016/679 of the European Parliament and of the Council (27 April 2016) on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, reapealing Directive 95/46/EC (General Data Protection Regulation), recitals 156, 159 and 162 of Article 6 (1) (a).

6. Who may access the data?

When the survey has closed, the questionnaire data will be stored at LU FSI. During the course of the project, as well as afterwards, the University of Latvia and other researchers will only have access to anonymised and pseudonymised survey data for the purposes of scientific research.

With your consent, only the LU FSI project leader and data protection expert will have access to the recorded contact information. This data will be stored in an encrypted format, separately from the survey questions.

7. Does the University of Latvia share the survey data with other organisations?

In order to advance scientific developments on contemporary society, third parties may be granted access to the anonymised an pseudonymised survey data for scientific and public benefit research purposes. Any further research that will be conducted using this survey data will need to meet data processing and security requirements, which are just as strict as those outlined here. Your contact information which in the possession of the University of Latvia is not given to third parties.

8. When will the data be processed and how long will the survey data be stored?

UL CDMR will begin processing the data in December, 2020. Anonymised and pseudonymised data will be stored for research purposes with no time limit.

Your contact information will be stored in an encrypted format separately from the survey data while LU carries out migration research or until the information loses relevance.

9. What security measures are undertaken to protect personal data?

The University of Latvia implements a number of organisational and technical security measures in order to protect survey data from unauthorised access or inappropriate use.

We use pseudonymisation, namely, replace contact information with randomly-generated numerical codes LU FSI pseudonymises the data immediately after the survey has been closed and before the data has been made available to the researchers. Only pseudonymised data will be available to researchers for any further analysis.

We also apply a specific process to all answers — by coding them — so very specific answers cannot identify individual respondents in the aggregated data. For example, if you mark a very rarely mentioned country, it will be coded in one group with other rarely mentioned countries.

In research reports and publications the information will only be described in aggregated form; one respondent’s answers to survey questions are never analysed separately from other respondents’ answers.

The survey data is stored on computer systems controlled by the University of Latvia that are located in the European Union, and we encrypt the data. All the users of the anonymised and pseudonymised data (researchers, scientists) confirm their compliance with security procedures in writing.

10. What should be done in problem situations?

  1. The first step is to inform LU FSI, by sending an email to fsi@lza.lv
  2. The second step, if you are not satisfied with the answer or there is a delay in receiving an answer, contact the University of Latvia data protection expert by sending an email to datu.specialisti@lu.lv
  3. You have the right to submit a request to the supervising authority: Data State Inspectorate tel. nr. +371 67223232, email info@dvi.gov.lv
