Following is the English abstract.
The Urban Development and integration Laboratory (PAIL) is our proposed title for a framework to promote public participation in addressing local development and societal integration. The development of Latvian cities, with some exceptions, is to be seen in the context of a declining population and an ageing population. Society’s integration on the basis of shared values remains a challenge, given both the still difficult USSR’s time legacy and Russia’s expanded policies and human migration.

Smart Shrinking or Smart Growth? Municipal Visions of Development and Migration

Migration patterns are currently changing and reshaping the societies in the region in profound ways. War and confict, economic crisis, political repression, and other changes can drive both forced and voluntary migration, leading to long-lasting and signifcant impacts on countries of origin. Migration also reshapes the socio-demographic structure of destination countries. The arrival of impoverished and traumatized migrants, alongside economically powerful and highly educated newcomers, impacts local economies and labor markets.

Migrants as agents of change: labour market returns to foreign experience

Our research provides a comprehensive view on the value of international experience for emigrants and returnees, but also for the labour markets in Latvia and in the host countries of Latvian emigrants. It provides empirical evidence that migrants can indeed become agents of change in terms of business models, work practices, workplace environment. More than one third of emigrants and return migrants consider themselves «difficult-to-replace» workers, and having foreign experience brings returns in the labour market in terms of wages.

Social integration in the context of the new patterns of migration

Recommendations The study confirms the premise that has recently also been increasingly voiced in foreign publications, that the host society plays the most important role in fostering integration. In order to avoid the isolation of migrants in professional, international or ethnic bubbles, it is important to provide opportunities for meaningful contacts with the local community and to promote openness. The bonds of friendship that develop can encourage migrants to become more deeply rooted in the host society.

Attitudes towards immigration in Latvian society

This research explores attitudes towards immigration in Latvian society and uses experimental approach to identify factors that influence these attitudes. The research findings will be a useful resource for policymakers, as well as for civil society at large.
The fieldwork, administered by the market research company Norstat Latvija, was conducted in June 2021 by using Computer Assisted Web Interviews with 5,803 respondents. The survey contained two parts. In the beginning, all respondents were asked general questions about immigration, identity, and political behaviour.
